Reasonable Suspicion Training Program
 


In the past couple of years, the school bus industry has seen an increase in the incidence of drivers being charged with and convicted of DWI / DUI.  One of the key safety elements to ensure against such incidents is the process of driver observation and testing.  While we are governed by Federal rules requiring certain random drug and alcohol testing, we are also guided by the practice of ‘reasonable suspicion’ that allows us to test and also detain from driving any school bus driver that we believe may be compromised and may compromise the safety of our children.

We encourage all to consider enrolling not only the Transportation Supervisor but also your dispatcher or head mechanic or head bus driver to attend.  If you have already completed the ‘reasonable suspicion’ training, feel free to take this course as a refresher to keep you current.

In early 2013, the NYAPT Board of Directors adopted a policy statement that said:

“NYAPT believes that it is vital for all school transportation managers and supervisors to regularly undertake training in federal and state drug and alcohol testing protocols and the ‘reasonable suspicion’ training.  This will enable them to perform their responsibilities more effectively in this area.  Better understanding of these complex laws and practices is vital to our successful safety efforts.”

That statement committed NYAPT to offering our members access to ‘reasonable suspicion’ training programs on a regular and frequent schedule.  The training would be made available to transportation supervisors, principals, administrative staff, dispatchers, head mechanics, trainers and others engaged in the school community who might benefit from the training and help to prevent DWI and related incidents.

We are pleased to bring this “reasonable suspicion” training program that complies with FMCSA standards and is being presented by the great team from the Jefferson-Lewis BOCES.
