The WINTER WORKSHOP Program runs 8am Thursday morning through 3:30pm Friday afternoon.

Loading and Unloading – The Moment of Truth
Presented by Dr. Peter Lawrence – Fairport Central School District

In this important session we will get back to basics on the school bus loading and unloading process.  In response to recent fatalities statewide and nationally, this session will provide insights on how these fatalities happen and review the processes necessary to prevent these kinds of accidents in the future. Our primary mission is to protect the students we transport. We must all work together to eliminate by-own-bus and passing motorists fatalities.  This workshop will share information on how to achieve zero fatalities.

Three Point Lap/Shoulder Belts on Your School Bus - Thank You! NY Bus Sales for Supporting this Session
Presented by Bill Harvey – Honeoye Central School District

The issue of mandating lap/shoulder belts on school buses in New York State is at the forefront once again.  Due to recent accidents and recommendations from NTSB, the federal government and the New York State legislature have considered laws to mandate lap/shoulder belts on school buses.  In this session we will hear from a veteran Transportation Director who has convinced his Board of Education that lap/shoulder belts are a safer alternative.  Bill will present real life experiences on three point seat belt use in his district.

New Foster Care Regulations
Presented by Paul Overbaugh – State Director – NYS Education Department

There are new regulations that govern the transportation of students in foster care.  Our State Director is here to explain those regulations so we understand them are complying with the law.

New York Comptroller’s Report on School Bus Safety  - Thank You! Leonard Bus Sales for Supporting this Session

Cheryl Dalton – Saratoga City School District / Jeff Wainwright – Saratoga City School District

Recently the New York State Comptroller conducted audits of school transportation programs at several school districts across the state.  The results of that audit are discussed in this session for the purpose of learning and increasing our knowledge so we comply with all regulations in order to keep our students safe.  We are fortunate in that one of the school districts that was audited and cited, in the report, will be on hand to discuss their response to the audit.  Be sure to attend this session!

The State Education File
Presented by Paul Overbaugh – State Director – NYS Education Department

This session will review the State Education Department regulations for training and driver qualification and the documentation that must be maintained to prove that training was completed and the bus driver is qualified to drive.  This workshop is in response to the NYS Comptroller’s audit where school districts were cited for not complying with training regulations or failing to maintain proper documentation that training was done. Attend this workshop and learn how to stay in compliance!  

The Transportation Supervisor/Business Official Relationship – Why is This Important?
Presented by Lori-Ann Savino – Transportation Director - Jericho Central School District
Victor Manuel – Assistant Superintendent for Business – Jericho CSD

One of the critically important working relationships in the school district is the relationship between the transportation supervisor and the business official.  This session will discuss why a good working relationship is important and why every school district that operates school buses should have a trained, professional school transportation supervisor on staff overseeing the operation.  A recent NYS Comptroller’s audit and a NTSB report cited school districts for not having proper oversight in their transportation programs.  This session will speak to the need to have a Transportation Director in every operation who works with their Business Official to make sure students have a safe ride to and from school. 

Special Education Law Update
Presented by Tara O’Mara Esq.  Girvan and Ferrlazzo Law Firm

The world of special educations transportation is one of the most difficult for a transportation supervisor to understand and stay current.  This session will review special education transportation law and regulation and share with you some recent court cases on the subject.  Attend this session to learn how to comply with the law, keep students safe and stay out of the newspapers!

Active Shooter Training and Verbal Judo
Presented by Marc Medina – Assistant Transportation Director – Farmingdale UFSD

This session will show us how to respond to a potential active shooter situation using verbal responses in an effort to avoid an active shooter situation.  The presenter is a transportation professional and has used this training in his own operation with great response from his drivers.  We always ask for information on how to deal with an active shooter on a school bus, which requires different responses that those from a classroom.  Well here it is!

Panel Discussion on the School Bus Driver Shortage and Retaining of Those Drivers..... If Lucky Enough to Hire One
Moderator: Darren Everhart – Transportation Director – Victor Central School District

One of the most difficult situations facing the transportation supervisor today is the recruitment of school bus drivers.  This panel will discuss this issue and provide ideas and strategies to address the problem.  The panel is a group of transportation professionals who have been successful in the recruitment process and will share those successes with us.  Also, a human resource professional with a school transportation background will give her point of view on the subject.  The session will start off with a brief review of a study conducted by the New York School Boards Association on the subject in partnership with NAPT and NYAPT.  This is a must see panel discussion.

Department of Motor Vehicle
Presented by – Motor Vehicle Staff

Department of Motor Vehicle staff will be present to update us on recent DMV issues.  Those include an update on CDL testing across the state, the new drug and alcohol testing regulation, and an update on the 2020 Federal Entry Level Driver Training regulation.

Field Operations, Bus Inspection Program - Passenger Carrier Safety Bureau

Mr. Corey will update us on new technical issues and FMVSS items.
